Edward T. Rutter - President
Edward T. Rutter serves as President of TCS International, Inc. He oversees and is directly involved in all aspects of the company. Mr. Rutter is responsible for rate design and analyzation, regulatory parameter development, valuation studies, and forecast modeling for the Cable Television, Telecommunications and Public Utilities industries. He has additionally handled the franchise negotiations in several cities. Mr. Rutter had personally negotiated and started successful cable operations in Poland, Russia, and Romania.
Twice he has spoke at the annual National Association of Telecommunications Officers and Advisors (NATOA) meeting. Once on the subject of cable television economics and how it effects cities and again regarding rate regulation and taxation. He was additionally a guest speaker at the Paul Kagan Seminar in London in 1990.
Edward T. Rutter is a graduate of Drexel University in Philadelphia, where he received a degree in Business Administration with a concentration in economics and finance. Mr. Rutter has previously served as the President of 3R Associates, Rutter-Dunn Communications and Cooper-Rutter Associates.

Lawrence W. Wiswall Jr. - Vice President & Treasurer
Lawrence W. Wiswall Jr. serves as Vice President and Treasurer of TCS International, Inc. Responsible for the financial and operational issues of the company, Mr. Wiswall has done work both domestically and internationally for telecommunication and public utility companies. He personally has worked on franchise renewals for the City of Philadelphia and on behalf of Time Warner Milwaukee.
Lawrence W. Wiswall Jr. is a graduate of Carnegie Mellon University in Pittsburgh, where he received degrees in both Industrial Management and Economics. Mr. Wiswall has previously served as both the Director of Consulting and Director of Business Operations for Communication Resources, Inc., Controller for Media Control Technologies and as an assistant Financial Analyst for ESI Energy, a subsidiary of Florida Power & Light.
